How the Union-Tribune pre-approved the desalination plant

Something went awry on today’s Union-Tribune headline for the story about the San Diego Regional Water Quality Board. A close reader might note that the headline says the water board has already approved the plant. Of course, that’s immediately contradicted by the kicker (the slightly smaller type below the headline) and the lead sentence.  The headline says the plant was approved. It wasn’t. A decision was put off. The kicker says as much.

Honest mistake? Possibly. But a little suspicious, given that the U-T editorial board has steadfastly supported Poseidon’s desalination project all along.
